MINUTES OF THE COMMITTEE FOR LIVE OAK CEMETERY

Minutes of this committee were kept in a bound ledger type of book. The pages are not numbered. Therefore, minutes will be copied beginning at the front of the book. Loose sheets placed between the pages will be included after all of the bound pages have been copied.

MINUTES OF THE TRUSTEES OF "LIVE OAK CEMETERY"

April 10th, 1874: The Trustees appointed under a Deed of Mr. W. S. Harley, granting five acres of land of his place near Walterboro, for a Cemetery, met this Day at the Store of Mr. Burbidge. All present, to wit; I. W. Burbidge, A. C. Izard, A. Wichman, C. G. Henderson & W. S. Harley, and organized by electing the following Officers, I. W. Burbidge, President; A. C. Izard, Vice President; C. G. Henderson, Secretary; A. Wichman, Treasurer; and W. S. Harley, Keeper of the ground. Messrs. Wichman, Henderson & Harley were appointed a Committee to build a fence around the ground, to have it surveyed, fence to be five feet high, of two wide boards and three slats, open, and latitudinal, and to be whitewashed.
Messrs. Henderson & Harley were appointed a Committee on By-Laws. On motion it was resolved that Messrs. Burbidge, Izard, Wichman and Henderson would be responsible for a contract for the fencing. It was agreed that the lots should be 20 x 20 and be sold at $10 each.

On motion the Board adjourned.

May 26th, 1874: Board met, all present, Resolved that the Committee on the ground instruct Mr. Hiers that if the Bill of lumber ordered by them be not finnished within a fortnight from date, they will he absolved from their engagement with him. Resolved that the Plan submitted by Col. Izard be adopted as the plan for laying out the Cemetery. Resolved that Messrs. Wichman, Henderson & Harley be apointed a Committee, with authority to locate burials between now and selling of lots. On motion Board adjourned.

July 25th, 1874: Board met, minutes of last meeting read and approved. Present, Messrs. Burbidge, Izard, Wichman and Henderson. The Committee on By Laws, through its chairman, Mr. Henderson, reported several, which after a few alterations were adopted, as appears by reference to list transcribed in this Book at page (Left blank). The Treasurer was authorized to carry out further location of ground in lots 40 x 40 as per by law no. 6, in order to make sale of lots. On motion the Board adjourned to meet at the Cemetery on Saturday August lst at five o'clock p.m. to select lots, after according to Mr. Harley the Grantor of the ground the privilege of the first selection.

August 1st, 1874: The Board met this day at the Cemetery ground. All Trustees present. Mr. Harley selected his lot, also balance of Trustees. The Treasurer was authorized to employ someone to run a plough furrow along the roads and paths, to mark out the same. On Resolution offered, the 6th By-Law was so amended, as to allow the Treasurer, the Secretary, and Keeper of the ground, to present each other in the order above named in case of absence of either or any of them.

June 12th, 1879: Board met, minutes of last meeting read and confirmed. A quorum present. Mr. H. G. Beh're was elected a Trustee in place of W. S. Harley deceased, also keeper of the grounds.

Mr. Beh're was requested to superintend certain contemplated inprovements to the grounds, and draw on the Treasurer for payment to the extent of $20. The old officers were re-elected. On motion the Board adjourned.

June 28th, 1880: Board met, minutes of last meeting read and confirmed. A quorum present. The Treasurer was authorized and requested to have needed repairs put on the gate of the cemetery and also a lock. On motion the Board adjourned to meet today fortnight.

July 19th, 1880: Board met. A quorum present. The Treasurer reported the gate repaired & $48.25 in hand, which was ordered to be distributed. The old officers were re-elected. On motion the Board adjourned.

May 2nd, 1881: Board met. Quorum present. By resolution the Treasurer was directed to collect 50c assessment of each lot owner, to be expended by keeper of the ground in putting place in order. On motion the Board adjourned.

July 28, 1882: Board met. Quorum present. On motion of Col. Izard resolved, that the Treasurer be instructed to collect an assessment of $1 on each lot, to pay for work done and stakes to be put in centre & corners of lots. This assessment to include .50c assessed last yeear, that Treasurer inform the owners and notify the keeper of the ground when the funds are collected, to proceed with the work.

On motion the Board adjourned.

October 23, 1889: The Board met, a quorum present. Messrs. A. Wichman & A. C. Izard Trustees, by consent, made an exchange of lots, the former taking No. 44, & the latter No. 56. It having been brought to the attention of the Board, that the fences of Messrs. C. C. Tracy, Jr. & I. W. Grace ran beyond their lines. On motion, the Secretary was directed to request them to rectify their lines. The Secretary also directed to request of Messrs. D. P. Patterson and W. E. Capers payment for their lots. Trustee Izard was authorized to stakeout lots & repair fence & draw on Treasurer for payment. On motion the Board adjourned.

November 10, 1893: The board met, a quorum present. A. Wichman, Treasurer, resigned said office, and C. G. Henderson, the Secretary was elected also Treasurer, and all bye-laws were amended, so as to allow him to fill and perform the duties of both offices. The late Treasurers' accounts were examined, found correct & properly vouched, showing $12.25 due him. An assessment of 50c each was put on the lot owners, and the Secty & Treasurer directed to try and collect the same. On motion the Board adjourned.

October 25, 1898: The Board met. A quorum present. Mr. H. Mims having resigned his position as one of the Trustees, Mr. P. Howell was unanimously elected a Trustee in his place. On motion the Board adjourned.

April 24th, 1891: The Board met this day, a quorum present, Col. A. C. Izard was elected President in place of Maj. John W. Burbidge deceased. Mr. H. G. Behre, who resigned position of Keeper of the grounds was elected Vice-President. Mr. Fletcher Mims was elected a Trustee in place of Maj. Burbidge and also elected Keeper of the grounds. The following were unanimously adopted - by a rising vote.
Whereas Almighty God, in his Providence has removed from our midst, our Chairman and brother member John W. Burbidge, after a long and painful illness, having passed at the period usually allotted to man, being in the 82nd year of his age, and having been until his last illness, in possession of such health and strength; as in as most remarkable for and of his years, and having been gifted with such business qualities as made him a general adviser in matters pertaining the ???, and a special patron of many of the youngmen and community entering upon business life, by whom he will be held in grateful remembrance. Be it resolved -
2. A blank page in our Minute Book be dedicated to this memory.
3. That our Board sympathize deeply with his afflicted family in their great bereavement.
4. That a copy of this Resolution be sent to the family of the deceased & published in the Press and Standard and News & Courier.

This Page is dedicated to the memory of Maj. John W. Burbidge late Chairman of this Board of Trustees.

January 18, 1892: The Board met. Present Messrs. Izard, Wichman, Henderson & Mims. General consideration was indulged in about the welfare of the cemetery, and the Keeper of the grounds was instructed to clean up the roads and walks, take out the lots and to draw on the Treasurer for the cost.

July 14, 1897: The Board met, Present Messrs. Izard, Wichman & Henderson. The lots were ordered cut in two, and to be sold at same price, to wit; $10 - apiece. The Board declined the offer of the Committee from the churches to take charge of a Hearse to be purchased, forthe reason that they had no place to keep it, and no money to employ and and to look after it.

October 25, 1898: The Board met. A quorum present. The resignation of Mr. H. Mims as Trustee was accepted, and Maj. M. P. Howell unanimously elected as Trustee in his place. On motion the Board adjourned.

Decr. 20, 1898: The Board met, a quorum present. The minutes of last meeting were read & confirmed. The Treasurer C. G. Henderson presented his account (found in this book), claiming a balance of $50.93 due which balance was ordered to be distributed to the four original creditors of the cemetery, to wit; A. C. Izard, A. Wichman, J. W. Burbidge & C. G. Henderson; which balance paid cash of them $48.24 cash on $82.50 cash advanced by them on first costs of the cemetery, and any balances due still to these members of the cemetery were formally released by their vote. Maj. M. P. Howell was elected Keeper of the grounds in and for 1899. He was also appointed a committee to inquire and report the probable cost of a wire fence around the cemetery. Also to offer to the Survivors Association the central lot for a Confederate Mounument. The following was also adopted, that " hereafter no fences shall be put around lots in the cemetery, except they be either brick, wire, or of iron." On motion the Board adjourned.
