I do not have the name of the architect or the date of completion but have found antique stereoviews of this hotel dated 1875.  It is presumed that the hotel was built in the first years after the Chicago fire of 1871. 

Thanks to Marc Koronkiewicz <masteko@fitzarchitects.com>for this additional information, added December 2004: 
"This magnificent building opened in 1873 and stood only until 1925 when it was razed to make way for the Fourth Palmer House that sits there now.  As far as design, John Van Osdel drew up the original plans, and another architect named C.M. Palmer expanded the design that resulted in the construction of this building."
