The battlemented sections on Wabash Avenue are the remains of a wall built in 1889 around Libby Prison (the prison had been removed from Richmond, Virginia and re-erected here as a Civil War memento and museum, standing on this site 1889-1899).  The arches collapsed during construction, killing eleven workers.

This building was the site of the Reublican National Convention from 1904 to 1920.
